An array of institutions qualify to receive the available funding under the ARRA in order to promote adoption of EHR and development of the HIT infrastructure.
In order to qualify to receive funding for incentives, providers have to agree to:
- Submit reports on quality measures
- Demonstrate that certified EHR technology is used to exchange health information in a manner that improves quality of health care, such as promoting care coordination
- Comply with other requirements as the entity or Secretary may require
- Include a plan on how providers involved intend to maintain and support the certified EHR technology over time

How Are Incentives Disbursed?
Incentives for healthcare providers are administered by the Centers for Medicare and Medicaid Services (CMS), an agency under U.S. Health and Human Services (HHS) Administration. Incentives are provided in the form a reimbursement for providers (hospitals and physicians) who have demonstrated “meaningful use” of EHR resources in their practices as stipulated by the law.
About $34 billion have been estimated by the Congressional Budget Office (CBO) to be disbursed between 2009 and 2016 for Medicare/Medicaid incentives. A physician can receive up to $44,000.00 in the 5 year period, while hospitals can get a base amount of up to 2 million, plus additional amount based on other provisions of the statute.
Additionally, the HHS Secretary will make foundational investments of $2 billion on EHR infrastructure development projects. These will be disbursed in the form of grants, loans and demonstration programs under the administration of the Office of National Coordinator (ONC).
